An NPC, in this context, is a non-powered character. These are the Naru-types that flesh out the world of Shoujo Tokyo, and the concepts available are infinite. Would you like to write one? That would be AWESOME. Your application template is much shorter -- just line out the superpowered section and go from there; all you need are a few paragraphs about who they are and how they'll fit into the world (example: Tsurian is Kenrou's assistant).
