If a character is listed as adoptable, that means you are applying to play that specific iteration of the character. Their application will consist of ensuring that their profile is in the current (shorter, terse) wiki format and also supplying a sample post in that character's voice. They are adoptable because they are in currently-existing stories, and that's why character changes are disallowed.
If a character is listed as open, then you have free reign to create a person of your own devising.
You may also create as many non-powered characters as you'd like, such as Tsurian and Mushio.
